The Queens Speech today confirmed the new coalition government is planning legislation to create a pioneering loans scheme to finance household energy efficiency measures. This will allow householders to invest in improved insulation and heating, and possibly micro renewables, by borrowing from private sector lenders. The loans will be payable in easy instalments which should be more than covered by cost savings. Uniquely, the loan will be attached to the building so, should the householder sell the property, the purchaser will continue the payments.
The planned energy security and green energy bill could contain several other elements aimed at reducing the UK greenhouse gas emissions but details are still to be finalised.
