Although much more needs to be done, it is reassuring to see a ban on an increasing number of chemicals in cosmetics.

From 8 October 2009, new restrictions will be placed on certain substances that may be used as ingredients in cosmetic products.
From that date, a ban will apply on:
- Â 4-amino-benzoic acid – previously allowed in sunscreens.
- Diethylene glycol and phytoadione will also be banned, although traces of the former of up to 0.1 per cent of the finished product will be allowed.
From 5 November 2009, the following maximum authorised concentrations will apply to the certain finished cosmetic products and ingredients as follows:
- toluene must be limited to 25 per cent when used in nail productsÂ
- butoxydiglycol must be limited to 9 per cent when used as a solvent in hair dye products
- butoxyethanol must be restricted to 4 per cent when used as a solvent in oxidative hair dye products and 2 per cent when used as a solvent in non-oxidative hair dye products
